Introduction

The SINP Entrepreneur Category (SINP Entrepreneur Category) is an immigration program established to attract global entrepreneurial talents. Applicants nominated by this project need to acquire a business in Saskatchewan, or to operate a partnership, and actively participate in the management of enterprises, and settled in Saskatchewan.


Requirements:

  1. Have a minimum of $500,000 (CAD) in Net Business and Personal Assets.;
  2. Plan to invest a minimum of $300,000 (CAD) in Regina and Saskatoon, or a minimum of $200,000 (CAD) in all other Saskatchewan communities;
  3. The creation of two employment opportunities in Saskatchewan for Canadians or permanent residents who are not related to you, and the purchase of existing companies must maintain the number of employees at the time of purchase;
  4. Have at least three years of relevant business management or entrepreneurial experience gained in the past ten years;
  5. Complete the Points Assessment Grid (EOI);
  6. Investment in qualified industries;
  7. Your ownership of at least one-third (33.3%) of the equity of a business in Saskatchewan, unless your total investment is $1 million CAD or higher;
  8. Actively participate in the management of the company.

Application Procedure:

  1. Complete an exploratory visit, go to Saskatchewan to complete a business exploratory of no less than 5 days, and initially confirm the investment intention company;
  2. Submit an Expression of Interest (EOI) to the SINP;
  3. Meet the requirements of the SINP and complete the review of asset materials within the specified time;
  4. After the assets are reviewed and approved, and a remote telephone interview with the Saskatchewan Immigration Bureau will be scheduled;
  5. Pass the interview and sign a Business Performance Agreement with the Saskatchewan Government;
  6. A letter of support for a SINP work permit;
  7. Apply for a two-year work permit;
  8. Spouse may submit open work permit application, and dependents’ study permit; (if applicable)
  9. Arrive in Saskatchewan to begin fulfilling the requirements outlined in the Business Performance Agreement;
  10. Actively operating the business for at least 6 months;
  11. Selected candidates are invited to apply to the SINP under the Entrepreneur immigration;
  12. Apply to be nominated by the SINP for permanent residence.

Program Highlights:

  1. Applicants can submit applications for two-year work permit, spouses can submit open work permit applications, and children can submit study permit applications. After the company has been operating for at least 6 months, and if the conditions are met, an application for provincial nomination for immigration can be submitted.
  2. There are no mandatory requirements for age and education.
  3. There is no mandatory language proficiency requirement when applying, but our company highly recommends that applicants have appropriate language proficiency because the immigration officer has absolute discretion in the case. In addition, SINP Entrepreneur Category is subject to the priority criteria selected by EOI. Among candidates with the same EOI score, those with strong language skills will be invited first.

If the investment is to acquire an existing business, the following requirements must be met:

  1. The business must have been in continuous operation by the same owner for the past three years;
  2. The applicant must complete an exploratory visit to meet the previous owner(s);
  3. Reasonable efforts must be taken to establish a fair market value for the business;
  4. There must be a complete change in ownership where the applicant assumes full control of the business;
  5. The applicant must commit to maintaining employment for existing Canadian citizens or permanent residents above the minimum required, as well as maintaining existing wages and employment terms.

If purchasing a previously existing Saskatchewan business from an SINP Entrepreneur Nominee, the following two extra requirements must also be met:

  1. The business must demonstrate a net profit for at least two of the previous three years;
  2. The previous owner must be either a Permanent Resident or a Canadian Citizen;

Q & A:

Q: What business investments are restricted or disallowed under the Saskatchewan Entrepreneur Immigration Program?

A: The following are business types that do not qualify for the SINP Entrepreneur category:
a. Property rental, investment, and leasing activities.
b. Real estate construction, development, brokerage
Insurance brokerage or business brokerage.
c. Professional services or self-employed business operators requiring licensing or accreditation.
d. Pay day loan, cheque cashing, money changing and cash machines.
e. Credit unions.
f. Home-based businesses, including bed-and-breakfasts and lodging houses.
g. Co-operatives.
h. Businesses operated primarily for passive investment income.
i. Any business located in a multi-business retail condo or business incubator project that is targeted to and/or dependent on investment from SINP entrepreneurs for the development, completion or ongoing operation of the project.

Fees:
