Introduction

Since November 2020, the Canadian Immigration Department has successively launched three immigration policies for Hong Kong people. This Hong Kong people immigrate to Canada to provide a special channel, and named “Hong Kong Road” (HONG KONG PATHWAY). The three policies include:

  • Hong Kong people who have graduated from university or college for less than 5 years can apply for a work visa of up to 3 years;
  • Hong Kong people who graduated from Canadian post-secondary schools (Stream A: In-Canada graduates) can apply for Canadian immigration first;
  • Hong Kong people who have worked in Canada for one year (Stream B: Canadian work experience) can apply for Canadian immigration first.

In response to the situation of Hong Kong’s implementation of the “Hong Kong National Security Law”, the Canadian Immigration Department decided to launch a new policy to relax the immigration policy for Hong Kong people to obtain Canadian permanent residence. Requirements

  1. Hong Kong people who have graduated from university or college for less than 5 years can apply for a work visa of up to 3 years:
  • Hong Kong people who have obtained a Canadian post-secondary diploma or university degree within the past 5 years, or equivalent overseas qualifications, can apply for a Canadian work visa for up to 3 years.
  • Applicants are required to hold a valid Hong Kong SAR passport or British BNO passport.
  • If the applicant’s passport is valid for less than 3 years, the work permit is valid for the same period as the passport.

This policy has been implemented since November 2020.


2. Hong Kong people who graduated from Canadian post-secondary schools (Stream A: In-Canada graduates) can apply for Canadian immigration first:

  • Hold a valid HKSAR passport or British BNO passport;
  • Obtained one of the following educational certificates at a designated post-secondary school in Canada within the past 3 years, and must have completed at least 50% of the course of study (face-to-face or online) while living in Canada:
  • Degree certificate (Bachelor’s, Master’s or Doctorate);
  • A diploma of a specialist course of at least two years;
  • A postgraduate certificate (diploma or certificate) of at least a 1-year program that requires entry to a post-secondary degree or diploma and which must have been obtained no more than 5 years before commencing the graduate program.
  • be resident in Canada at the time of filing the application and obtaining permanent resident status;
  • plan to live in a Canadian province other than Quebec;
  • Have legal temporary resident status in Canada (i.e. hold a valid Canadian work, student or tourist visa);
  • A score of 5 or more in speaking, reading and writing in the following English or French exams: Canadian Language Benchmark (CLB), or Niveaux de compétence linguistique canadiens (NCLC)
  • At least 50% of reading is actually completed in Canada, whether in class or online.

This policy will be implemented from June 1, 2021 and will end on August 31, 2026.


3. Hong Kong people who have worked in Canada for one year (Stream B: Canadian work experience) can apply for Canadian immigration first:

  • Hold a valid HKSAR passport or British BNO passport;
  • Have at least 1 year of full-time work experience in Canada within the past 3 years (or equivalent part-time work experience, i.e. a total of at least 1,560 hours of work);
  • In the past 5 years, one of the following educational certificates has been obtained from a post-secondary school in or outside Canada:
  • Degree certificate (Bachelor’s, Master’s or Doctorate);
  • A diploma of a specialist course of at least two years;
  • A postgraduate certificate (diploma or certificate) of at least a 1-year program that requires entry to a post-secondary degree or diploma and which must have been obtained no more than 5 years before commencing the graduate program.
  • be resident in Canada at the time of filing the application and obtaining permanent resident status;
  • plan to live in a Canadian province other than Quebec;
  • Have legal temporary resident status in Canada (i.e. hold a valid Canadian work, student or tourist visa);
  • Score 5 or more in speaking, reading and writing in the following English or French exams:

  • To apply for permanent residence after accumulating one year of work experience, you must also meet the requirements for graduation from overseas colleges within the past five years!

This policy will be implemented from June 1, 2021 and will end on August 31, 2026.


Submission Method

The two application channels for permanent residence specially designed for Hong Kong people have officially opened online applications. Applicants must submit work, academic certificates and language proficiency test certificates, and pay application fees starting from 1,050 Canadian dollars. Note, however, that neither route is available for people planning to settle in Quebec. If a Hong Kong citizen is currently in Quebec and wishes to benefit from the latest program, he or she will need to provide evidence that they plan to live and work outside of Quebec. To stay in the province, you must apply for permanent residence through a locally provided pathway.

Fees
