Introduction
Economic Mobility Pathways Pilot, short for EMPP, is to help skilled refugees immigrate to Canada through existing economic programs to support Canadian labour market needs
The pilot combines refugee resettlement and economic immigration. The support we provide overseas is tailored to refugees. The selection criteria, including the ability to settle independently in Canada, is assessed using economic immigration requirements.
Requirements
First, you must be eligible for the EMPP.
You must meet the following requirements:
- You’re a convention or country of asylum refugee.
- You have one of these documents:
- a valid, positive refugee status determination (RSD) from the UNHCR or a refugee-hosting state
- a document that shows you’re a registered or recorded asylum seeker abroad
- a “person of concern” letter issued by the UNHCR for the EMPP
- You’re outside Canada and your country of persecution
- You have no durable solution in a third country
- You’re admissible to Canada
Second, you must be eligible for an economic immigration program.
You must be eligible for one of the following economic immigration programs:
- Atlantic Immigration Program (AIP)
- Provincial Nominee Program (PNP)
- Rural and Northern Immigration Pilot (RNIP)
If you want to apply for AIP or RNIP, as part of the EMPP, you don’t need to meet some eligibility requirements for these programs:
- You don’t need to prove you worked the number of hours asked for in the timeframes listed. Instead, you only need to show you worked the same number of hours in general, before you apply.
- You can apply for a loan to meet the requirement of having enough money to support yourself and your family when you come to Canada (your settlement funds).
Note: The above exemptions do not apply to PNP.
Application Procedures
- Get ready to apply. Before you start your EMPP application, make sure you have already completed an application for AIP, PNP or RNIP. You must include this application when you submit your application for the EMPP.
- Get your checklist and forms. (Checklist IMM0137 and Schedule 20- Economic Mobility Pathways Pilot.)
- Complete your forms. (Instruction guide IMM0139)
- Submit both of your economic immigration program application and your EMPP application together. Email to IRCC.INEMPP-PVAMERI.IRCC@cic.gc.ca with email subject EMPP application for [principal applicant’s family name, first name].

A: The program waives the application and biometric fees.
A: You can use a loan to meet the financial requirement to support yourself and your family when you come to Canada.
Fees
The service fee is charged according to the customer’s situation. If it is too complicated, there may be additional charges (refer to customer evaluation)
