Introduction
ICT, full name Intra-Company Transferee, ICT work visa is the internal employee transfer work visa of multinational companies.
Foreign businesses with a parent, branch, subsidiary or affiliate in Canada may choose to bring key employees from overseas to Canada through an intracompany transfer program. Work permits obtained through this program do not require a labor market impact assessment. While exempt from the Labour Market Impact Assessment, workers and employers using the intra-company transfer program must comply with all regulations for temporary work in Canada, including obtaining a temporary resident visa where applicable.
The assignee must have at least one year of full-time work experience in a foreign business and will be doing similar work in the Canadian branch. Also, the work they do in Canada must fall into one of three categories:
- Administrative category: employees who mainly guide the management of the enterprise or its main components.
- Senior Management: An employee who manages all or part of a business and supervises/controls the work of other managers or professional employees.
- Expertise: Employees who can demonstrate professional knowledge of a company’s products or services or a high level of expertise in company processes and procedures.
In order for a foreign worker to receive a work permit, a Canadian business must demonstrate a qualifying relationship with the foreign worker, as well as a qualifying relationship with its employees.

ICT Application Requirements
ICT is not for everyone. For this visa, only two types of people can apply, company executives and senior technical personnel. And the premise is that the company has established or has established branches, subsidiaries and affiliates in Canada. For business development needs, suitable employees cannot be hired locally, so employees must be dispatched to the parent company.
Enterprise requirements: Enterprises headquartered in China or other countries have set up a branch in BC, which is in good operation; have plans to open a branch; buy a local company that has business expansion needs with the head office.
Requirements for applicants: The applicant is a leader or an important shareholder at the level of vice president or above in the head office, or a senior management position in the company, or an indispensable important technical position in the company. Applicants must have more than one year of work experience in the head office in the last three years.
The validity period of this visa is generally 1 year for the first application, and then it can be renewed according to work needs, up to 7 years. After that, you must return to the parent company to work, and you can apply again after more than 1 year.
When applying for this visa, you must have worked in the parent company for at least 1 year and have a similar position in Canada.

Applicants with an ICT work permit and their branch in Vancouver meet certain requirements, and the applicant has worked in the branch in Vancouver for more than one year and can apply for the BC Provincial Nominee Immigration Program. After obtaining the BC Provincial Nomination Certificate, the applicant can apply for the PR status.
There are three ways to apply for this visa, namely: the applicant is in Canada, the applicant is outside Canada and the applicant applies at the time of entry. Which method to choose to apply for is not based on the applicant’s wishes, but on the applicant’s actual location and relevant regulations.
ICT Application Instructions
Canadian ICT can be converted to permanent residence, but applications must be made according to the requirements of different provinces. The ICT visa is a federal visa, therefore, unlike other investment/business categories of investment immigrants, the application is made in the corresponding province. In other words, regardless of the company’s establishment of branches, subsidiaries and affiliates in any province in Canada, executives/and senior technical personnel can apply for ICT visas, of course, they must meet the corresponding requirements of ICT visas.
ICT is not an immigrant visa in the traditional sense. When applying, it is necessary to emphasize the purpose of work rather than immigration.

Under normal circumstances, when Canadian employers intend to recruit temporary foreign workers, they must first submit an LMIA application to the Employment and Development Department. If the application is approved, they can use this approval to assist temporary foreign workers in applying for work visas, so that they can come to Canada for employment. Employers work. The ICT visa is a type of work visa that is exempted from the LMIA approval and does not need to pass the LMIA assessment.
Another advantage of ICT is that spouses can apply for an open work permit at the same time, and children can apply for a study permit and enjoy the same benefits as locals.
