Introductions
International Experience Canada (IEC) is an open visa program in Canada. If you hold a Canadian/Taiwan passport, or are a resident of an area that has a bilateral youth mobility arrangement with Canada, IEC can give you the opportunity to work legally in Canada, all persons aged 18 to 35 who have a bilateral youth mobility agreement with Canada Citizens of countries in between can apply for IEC to obtain a work permit. Those selected will be eligible to work in Canada.
In addition, work permits issued by IEC do not require a Labour Market Impact Assessment/Labour Approval (LMIA).
The number of applicants to open IEC varies from country to country. Currently, every applicant coming to Canada under the IEC requires a valid job offer and a letter of introduction, and must meet COVID-19 testing requirements and mandatory quarantine.
There are three distinct categories under the IEC scheme:
- Working Holiday: Foreign nationals participating in this program receive an open work permit that allows them to work for any employer in Canada and allows them to change employers and work locations.
- Young Professionals: The Young Professionals Pathway is designed to emphasize professional skills, so participants must have a job offer in Canada that falls under the National Occupational Classification (NOC) skill level 0, A or B profession. Work must be paid and not self-employed. Work permits under this category are employer-specific, meaning the holder can only work for the employer named on the permit.
- International Co-op: The International Co-op program is available for students who need an internship in Canada or who have work placements in order to complete their studies. Applicants in this category must work for the same company while in Canada.

IEC Requirements
- Be a citizen of one of the 35 countries (Canadian/Taiwan passport holders), or be a resident of an area with which Canada has bilateral youth activity arrangements;
- hold a valid passport during your stay in Canada (the work permit issued must not exceed the validity period of the passport),
- be between 18 and 30 or 35 years of age at the time of application (the upper age limit depends on the country of nationality of the applicant);
- A $2,500 deposit at entry for initial fees;
- be able to purchase health insurance during their stay (applicants may be required to present evidence of insurance purchase upon entry to Canada);
- be admitted to Canada;
- Have purchased a round-trip ticket before departure or have the ability to purchase a return ticket at the end of your stay in Canada;
- Must not be accompanied by family members; and pay the appropriate fee.
The federal Department of Citizenship and Immigration (CIC) announced new regulations. Starting in October 2016, applications for the International Experience Canada (IEC) program will be carried out in two stages. Once the applicant receives the Conditional Acceptance Letter (CAL), he needs to apply for a Work Permit within three months. Overdue applications will not be accepted.
According to the Operational Bulletin 490A published by CIC on Friday, applicants who intend to apply for a working holiday in Canada through IEC must first submit an IEC application form through overseas offices in 32 countries or regions. After that, you can apply for a work permit online with your “MyCIC” account. The CAL is valid for three months.
IEC Application Procedures
- Only online applications are accepted, including 2 stages: In the first stage, young people who are interested in participating will first register online to participate in the lottery; in the second stage, those who are selected in the lottery will then apply for a work permit according to regulations.

Fees
